This is an Exceptional Roy McLendon Painting.

Not in a 'Classic Highwaymen' Frame... but Judging by the wood (old 'distressed' FIR... not today's cheap white wood) and paint smears, this is an Older frame... most likely framed by 'Roy'... at the same time it was painted. 

'Made in Mexico' ... not ASIA !!

The marked price of $47.50... is interesting! I doubt that was the price of the frame!!  So I would 'guess' it was the price of the framed painting. When?? Where??
